Board Meeting Minutes
February 6, 2001

Opening: Swift Williams, president, called a board meeting
of the Henrico Retired School Personnel to order at 10:10 on February
6, 2001, in the showroom of Dominion Buick.
Agenda Items
1. June Meeting
After discussion regarding the use of 20-day retirees during SOL testing
week, June 4-8, it was decided that the target dates would be June 12
or 14. If conflict occurs, the meeting would be June 19 or 21. Suggestions
for speaker: William Leighty, head of VRS; Barry Nash, White House doctor;
Mae Lilly Lee; Charles Sydnor; David Martin, Superintendent of Blacksburg
Schools; Bill Bosher. Priority: David Martin Location: Joanne Troy passed
out a list of possible locations and costs. The board narrowed the choices
to The Place at Innsbrook, Ginter Park Woman's Club, Monument Heights
Baptist Church, and Imperial Plaza
2. 2001 Retirees-Reception/Tea
After some discussion, it was decided that the reception should be
held at a school or church at around 3:30. The meeting should be unstructured
with mostly socializing and light snacks. A handout will be provided
to the new retirees explaining the goals and benefits of HRSP. Joann
McCabe and Linda MacCleave agreed to help in the planning. Other names
were given to Swift. After a committee is formed, Swift will plan a
meeting.
3. Membership Report
Audrey Batchelder reported that we currently have 477 members. Thirty-five
memberships are about to expire. A list was circulated. Board members
agreed to call people they knew to remind them to rejoin. Currently,
93 of the members are VRTA members, 38 are District C members, and 91
have e-mail addresses. Contact People for Schools A.P. Hall reported
that many schools do not have a contact. Nancy Harris suggested that
when a new retiree is invited to join, the inviting member could pay
for his or her first year of membership. Contact people should be given
a list of new retirees by the end of April.
4. Treasurer's Report
Dale Waldrop reported that we currently have a balance of $3250.00.
5. With Our Youth Program
Elsie Pelfrey stated that the form for reporting the number of volunteer
hours spent with young people would be in the newsletter. Extra forms
will be available at the meeting. A door prize will be awarded from
the names on the forms. She mentioned that it would be a good idea to
submit one of our members to the state. Kirby Nuckols was given as an
example of a member who volunteers much of her time for young people.
6. Meetings/Format/Information, etc.
After some discussion, it was suggested that of the three meetings
planned each year, two should be mostly social with a speaker and one
would be a workshop format with a choice of activities or speakers.
Linda MacCleave recommended that at least one meeting should be something
of interest to the younger retirees.
7. VRTA
Nancy Harris, who serves as a liaison for the VRTA, reported that tomorrow
(February 7) was Lobby Day. Audrey Batchelder handed out the flyer that
she had e-mailed to many of the members. The two items that we need
to discuss with legislators are:
- Under the Governor's proposed budget, if approved, a commission
would be created and funded for studying ways to change our VRS from
a defined benefit to a defined contribution plan. The Virginia Retired
Teachers Association and virtually all other VRS retiree groups have
consistently opposed these changes as detrimental and dangerous.
- The current health insurance credit program for retired teachers
($75/month) is now fully funded by the state. A change is being proposed
in the Governor's budget to require that 50% of this cost be borne
by the localities which are already facing a serious revenue shortage.
Nancy also reported that the VRTA meeting would be in Blackstone,
April 23-24. Our group can send up to 10 delegates (only VRTA members).
Brochures for joining VRTA will be at the next meeting.
8. History of HSRP
Elsie Pelfrey was appointed official historian of HSRP. She stated
that the 10th anniversary of HSRP was today.
9. Miscellaneous
Linda MacCleave suggested that the HRSP consider having a web site
and volunteered to create one. The group agreed that this was a good
idea. Elsie will ask her daughter Ann to work on creating a logo for
the organization. Linda will work on a format for the site. Information
about the cost will be presented at the August Board meeting.
